Since Lord Himuro wears a Hannya Mask that means jealousy, sorrow and grudge, which is used in the Kagura and Nogaku, and it does represent what lord Himuro is (but it's used in dances not sacrifices and he's not a woman), The mask that Shigeto Haibara is using should have a meaning too.

First, everyone in the Kagura wears a mask but this one is different to the rest of them.
Second, what does that mask mean?
I did a little research and this kind of mask is called "Gojinjyotaiko-men" according to this page.

Oh, that is interesting, well-spotted! It says that the mask is a "male ghost" face, so perhaps it was chosen for its association with death as well as the fact that it matches the game's image-colour.
